The City Park Ordinance came into operation in Akashi City in 1964. Fujie No. 1 Park, Fujie No. 2 Park and Fujie No. 3 Park were included in the first city parks designated by Akashi City at that time. Each of these parks was named the Spring Flower Garden for Haiku Poets, the Summer Flower Garden for Haiku Poets, the Autumn Flower Garden for Haiku Poets and the Winter Flower Garden for Haiku Poets. There is a monument inscribed with tanka poem of Manyo-shu at each park of the four.
